A Soviet super agent named Rostov leads an invasion of guerrilla squads who after landing in Florida spread throughout the U.S. The war-mongering mercenaries cause chaos by inciting race riots impersonating the police attacking ethnic events and planting bombs in churches and even on school buses. Soon martial law descends as the country sinks into crisis. Only American agent Matt Hunter (Norris) can stem the rising tide of violence and take on Rostov.
